Python 3.13 Environments

New job environments based on Python 3.13 are now available for supported frameworks.
New framework builds will roll out on Python 3.13 where applicable; existing jobs on Python 3.12 (and earlier, where still offered) remain available. Prefer Python 3.13 for new jobs to pick up runtime and library improvements from the 3.13 environment.
Python 3.10 environments have been deprecated.
